Awhile back, I wanted to find out what exactly goes on inside the Irvine Police Department.

What better way to find out than to just ask an Irvine Police Officer!

Here are some e-mails between myself, an Irvine Cop, and a former reporter for the Irvine World News, and there might be one from the former Mayor, (Current Council-member) Christina Shea.

The text has been spell checked and formatted but, nothing has been edited out or in.

If you don't have time to read them right now, wait until there's nothing good on HBO, and read them in bed, I find them stimulating!

Charles S. Brobeck - Former Chief of Police - Chuckey's Back in town!

[He was back anyway] a few days ago at this Company, on the Board, but it looks like the ladies at this company sent him packin', because they don't want to be sexually harassed, or regarded as an object, either that or he's just hidin' somewhere in the offices, and not on the web page anymore, we'll check it out and let you know, right here.

I called over to the Company, RST Tech, located in Irvine, and asked to speak to Chuckey, and they said they would have to take a message, and then I asked if he was still working there, and the guy said that he thought not, kind-of sheepishly, as though I wasn't the first one to call and ask about Charles S. Brobeck's employment there.

When it comes to Charles Brobeck, I'll go way out of my way, to make sure that he doesn't fool anybody into hiring him, or keeping him on as a consultant.

Once a Public Servant - always in the Public's View!

Some of these companies that he'd like to be on the board for, are dependant on Government Contracts, and public funding, and there are certain standards that they must comply with, and Chuckey won't be making-the-grade, so long as I know of his whereabouts.

A longtime city secretary has filed a $1 million claim with the city alleging that Police Chief Charles Brobeck sexually harassed her and forced her to testify in his favor or face losing her job.

Pamela Hopkins, a city employee for 16 years, said Brobeck, 61, made "inappropriate comments" regarding her appearance and personal life while she was a secretary for the Police Department. She held that post for 12 years. The allegations, which date back to December 1997, still continue today, the claim said.

Attorney Daniel Spradlin, representing Brobeck, denied the charges.
"The police chief has made strong comments against sexual harassment," said Spradlin, who added that the claim is being investigated by the city.
Hopkins' attorney, Leo Terrell, said she was transferred out of the Police Department to other secretary jobs with the city. Hopkins declined to comment.

Hopkins also alleges in the claim that Brobeck coached her to testify positively in numerous lawsuits and administrative hearings against the city and the police chief as a "condition of employment."

But Spradlin said Brobeck "insists that all his officers and employees tell the truth."
Hopkins said in the claim she has been "ostracized" by coworkers. Emotional distress and physical injury that resulted has required medical treatment, the claim said.
She decided against making a formal complaint earlier to protect her privacy and for fear of jeopardizing her job, according to the claim.

The claim, filed May 16, was not timed to coincide with Brobeck's July retirement, both sides said. The City Council will consider the claim after the investigation is completed.

Where have you been for the last nine years?

This story is only the tip of the iceberg. If the City had done a legitimate background investigation on the Chief by someone who knew what they were doing, he never would have been hired in the first place. Seems that he had the same problem at his last place of employment. Guess someone was asleep at the wheel. Probably the same people that lost all that taxpayer money in the County Investment Pool fiasco.

Pretty perceptive on the e-mail address, you must know something about law enforcement?

Sorry, not much dirt to report at this time, just business as usual. On this recent harassment case, supposedly the City Manager is having an investigation done to determine if the allegations by the female employee are true (they definitely are). If it is anything like the so called investigations done in the past, the Chief will get a clean bill of health.

Several years ago another female employee went to one of our investigators with a similar harassment complaint about the Chief. This was the same time that former Mayor Shea was taking on the Police Department. Instead of hiring a trained investigator who knew how to deal with and interview Cops, the City got some smuck lawyer to look into the allegations. Both employees were intimidated and afraid for their jobs and lied to the lawyer, who wasn't smart enough to figure out what was going on. Needless to say, the charges against the Chief were not sustained. In the current case, the City is looking at substantial liability and hopefully the City Manager will hang the Chief out to dry if for no other reason than to cover her own rear end. If the investigation is done properly and the truth prevails, at least one of the Commanders may go down with the Chief for dereliction of duty, because he knew about the complaint and helped cover it up.

This Commander is a real piece of work and has been a cancer on the organization for many years. His nickname is "Mr., Negative" and he prides himself on how many people hate him. He controls the department however, and has the other Commander and half of the eight Lieutenants in his back pocket. The other four maverick Lieutenants, who refuse to be part of this unholy alliance have been sliced, Diced and pigeonholed in dead end positions to minimize their influence on other employees. Fortunately, the Police Association leadership, although not as militant as they once were, are not part of the unholy alliance and have the ear of both the City Manager and majority of City Council. The Association supports wholesale change and hopefully a new Chief will bring that. As of this date, I believe the Chief candidates are down to two.





One is the current Chief in Seal Beach and basically a larger version of Brobeck. He is connected to too many of the problem people in the unholy alliance and if selected, things will be status quo. The second candidate is the current Chief in South Pasadena. From what I understand about him he has a lot of experience, is a no BS kind of guy and doesn't play golf (Brobeck's favorite pastime), hang out at a lot of the statewide Chief organizations and basically just stays home and gets the job done Just what we need). The unholy alliance is petrified that the guy from South Pasadena is going to get the job and has already spread rumors about him. I think the Police Association is going to support him and hopefully the City Manager and Council will like him too. If he gets the job, I might just stick around for a while to see if heads roll in the right places. If not, I will be gone by the end of this year. One thing for sure, we have a great bunch of employees in our department who deserve a lot better leadership than we've gotten for the past ten years.

Thanks for the offer on a federal job. At this stage of the game I am probably too old to be starting over in a new bureaucracy. With all the bad press the feds have gotten recently, they appear to be in worse shape than we are. Where is J. Edgar Hoover when they need him?

I applied for a position with the FBI once, but was not the right sex or color for their recruiting standards at the time (love that Affirmative Action). If I decide to leave Irvine, I might take a stab at becoming a Chief of Police in a small Department somewhere in southern Colorado (Know any City Managers there?). My wife and I like the Grand Junction area and own some investment property there. Will have to see how the current scenario plays out here first.

Nope, Lt. Allevato is not "Mr. Negative." He is called the "Palm Tree" by some, for his inability to make a decision without seeing which way the political winds are blowing. One of his peer Lieutenants affectionately refers to him as the "Jellyfish," for having a demonstrated lack of a Backbone.

Allevato, who is in charge of the Investigation Bureau is not Really a bad guy and does have some semblance of a work ethic. He is only on the unholy alliance (A-Team) because they tolerate him and he doesn't stand up to them. They refer to him as the best of the worst, meaning the lieutenants they don't like. Right now, there is a 4 - 4 split at the Lieutenants level on the "A" and "B" Teams. Mr. Negative is none other than Commander Jim Blaylock. He has been the latent power behind the scene for the last nine years while Brobeck has been on his quest for golf, tennis and Chief meetings and conferences. Assisting Mr. Negative is his cloned son and second Commander, Vic Thies.

Thies looks very distinguished, speaks well and has been a fair-haired child in the organization since the early days. The Police Association tried to stop his promotion but only had two votes on the City Council (Shea & Christensen) at that time and Blaylock convinced Brobeck to promote Thies. Thies never does anything without focusing on what's in it for him. He runs a training company on the side (VT & Associates - check out the web site) and has had a conflict of interest for many years. Since he covers his tracks well and denies a conflict, he continues to get away with it. His big training seminar around the state at present is Bio-terrorism based on the Irvine incident from last year.

He also does a seminar on sexual harassment where he used to hand out theoretical (change the name to protect the guilty) scenarios. One of scenarios was the case involving a Police Chief harassing a woman secretary (sound familiar). Thies also has a few other personal skeletons in his closet that would have eliminated him from consideration, even if the City Manager would have wanted him for the job. Fortunately, the City Manager is aware of all of the above, which is why Commander Thies did not progress very far in the selection process for the new position. No one can predict what kind of marching orders the new Chief will get or the timetable for them. Several "B-Team" members have already established a dialogue with him and are optimistic that the needed change will come. I was talking to one of these guys and when he mentioned the "A & B-Teams" to the new Chief, his comment was that in his earlier days in law enforcement, he too was a member of the "B-Team" and they would have to fix that in Irvine.

As far as how he is going to get the necessary information. He will get a copy of the recently completed, $200,000 Public Safety Organizational Review done by the outside consultants. In actuality, someone should take a fraud report on payment of tax dollars for that piece of junk. I know what individual members of the department told the consultants, at great risk to their careers. Most of the stuff didn't make it into the report. Both management as a whole and specific named individuals took a major hit from the rank and file employees.

The consultants sugar coated it in their report, although we do know the City Manager is fully aware of the stuff which wasn't printed. I believe that she will share that information with the new Chief, to give him a basic clue to the problems with his management group. From my read of the new Chief, he will be out in the department on a daily basis talking to the rank and file employees and will hear it again from them. I look forward to speaking with him myself. What will happen is anybody's guess. While it would be nice to see immediate change, that isn't realistic. I would anticipate it will take four to six months for an evaluation and action plan to develop. I would then expect to see a shake up in management. Likely will be a flattening of the management structure by elimination of the two Commanders positions. Blaylock will retire and Thies will take a demotion to Lieutenant.

Overall you will see the number of Lieutenants limited to six at most. I expect him to appoint an Assistant Chief at some point and it won't be any of the unholy alliance members. The management group will be held strictly accountable for becoming leaders and getting the job done. The new Chief is a self-proclaimed workaholic and will be on hand to make sure the managers are present and getting the job done. Appreciate the offer to intercede, but at this stage of the game I have absolutely nothing to loose by speaking out and telling it the way it is. They have done everything possible in the past to punish me except death and actually were closer to success there than they realize. For the first time in many years, I believe the majority of excellent employees on the department are going to get the leadership and support they deserve.

Sorry, not much dirt this time out but stay tuned for previews of coming attractions. Any day now, we are expecting the Hearing Officer's ruling on the three-fired employees. Initiated by the unholy alliance and accused of crimes of the century, the department spent hundreds of thousands of dollars to eliminate them. Those of us who are gamblers are betting that the employees will be reinstated and the big investigation team led by Commander Thies, will be standing around with egg on their faces. As part of their defense, the employees amassed certain evidence of misconduct on the part of the unholy alliance. The case was so weak that the employee's attorney never had to use any of the misconduct stuff however, I am assured that it will come out at the proper time. From downtown Irvine, it's just another day in paradise.

Hot off the rumor mill from the City of Irvine and confirmed by two very reliable sources. Within the next week, City Manager - Allison Hart will announce the selection of Michael Berkow, Current Chief of Police in South Pasadena as the new Chief in Irvine. Great news for employees who believe we need some wholesale change.

It will be amusing to watch the problem people circle the wagons and try and figure out how to save their bacon. Every now and then, the bureaucrats make a good decision in spite of themselves and this is one of those times.

More to come as things firm up.

Removal of the videos from the units was for purely technical reasons only.

The equipment was old, some was malfunctioning (try and tell that to a defense attorney) and to some degree it was creating a liability. I understand that we are looking at state of the art new stuff that would use digital recording rather than the bulky cassettes.

The only problem is no Money to buy it. Getting technical equipment in this city has always been tough, because of money. We have until recently had a sizable Narcotic Asset Seizure Fund that was used to buy such technical items. The fund has been depleted and at the direction of Comdr.. Blaylock the Narcotic Unit was told to stop working asset seizure cases, so the cupboard is bare. With the Council pouring all the spare City money into the airport battle, it is clear that if we want technology we will have to look toward grants and restoring the Asset Seizure Fund. I am sure that the Mexican/Colombian Drug Lords wouldn't mind funding video cameras for our police units? Maybe I will volunteer to do that job when the new boss gets here in August. On exposing the unholy alliance at the same time the new Chief takes over.

I would say it might tend to embarrass him more than anything else and serve as a negative rather than a positive. Trust me when I say he will know, if he doesn't already, who the players are. I would give him time to get his feet on the ground and develop a plan of his own to deal with the situation. I am confident that he will fix the problem. That's not to say that if you have any hard evidence of misconduct that it should be ignored. If you do, I would put it in writing and meet with the Chief after he gets settled and presents it to him. As I said previously, our internal affairs unit is uncorrupted and not influenced by the bad guys and the new Chief will trust it. I am encouraging the three fired employees, who allege they have documented actions of misconduct to do the same.

The unfortunate part is, as with many criminal investigations, knowing the bad guy did the crime and proving it are two separate things. Thanks for the lunch offer, but think I would just as soon stay anonymous for the time being. Of course, with your contacts, you probably know who I am, right? Being the direct person that I am, nothing has been said to you that I wouldn't say to anyone else, if we were having a conversation on the topic. I don't plan on running to the new Chief like a snitch, as he will hear all he needs to hear from others in the department and I will be happy to confirm it, should he ask.

Thanks for the most generous offer, but I don't really have anything for hackers to hack into on my computer at home. Appreciate the offer though. All seems to be pretty quiet at the P. D. these days. Only news is contract negotiations with the Police Association is dragging and we will be working without a contract July 1.

The Association President has met with all but one City Council member and it is likely the majority of three (Larry, Chris & Beth) will put some fire under City Management. Hang up issue apparently is, the City wants to get out of the retirement administration business (private plan) and go to the State PERS System. They however, want the employees to accept a lesser benefit option plan than we currently enjoy and that is not acceptable. We are also striving for some sort of health insurance coverage after retirement, which we currently do not have.

With the cost of buying health insurance on your own, or even worse, major medical expenses without insurance, that is a major concern of the employees.

On the save for a "rainy day," file, I heard a good story this week. Apparently in the Administrative Hearing for Sergeant (Brian Clifton) who was running the Narcotic Unit and fired for alleged "Crimes of the Century," a cross examination and discussion of how the unit had been run prior to Clifton taking over was conducted. Someone had done an audit of informant funds under past supervision and discovered that there were "boccu bucks" not accounted for (cardinal sin for undercover operations).

Such a revelation should automatically trigger an internal affairs investigation to determine if the money was misappropriated or the supervisor was just lousy at his job. Instead, the person who testified and truthfully answered the questions by Clifton's attorney was later called into Brobeck's office and his but chewed for providing that information.

Don't know exactly what was said, but it will all be in the written transcript of the hearing after the ruling comes out. Since the City Manager will be reading the Hearing Officer's findings along with the transcripts, hopefully she will pick up on this as well as any other alleged acts of misconduct and look into them.

As they say, "Just another day in paradise."

Eureka, now I have it!!!!

You are the author of the former web site that trashed the IPD and City staff on the internet.

Found the information rather humorous and some even partially factual. Didn't particularly care for the antipolice/antiestablishment slant, but recognize there are honest every day folks out there who unfortunately feel that way.

In actuality, a couple of people at work who know what a maverick I am asked me if I was the site originator. My response was that I only wish I was that creative. Shortly before you went off the air.

I sent an e-mail suggesting that the material was old hat and you should come up with some new trash. That's how you captured my e-mail address that I rarely use. Please don't confuse me with some nut case who hates the organization I work for and the people in it. I am fiercely loyal to the department and the men and women who work there. 99.9% of them would lay down their life for me, you or even your photographer friend that you want to memorialize. My bitch is the total lack of leadership in the department which has allowed a small group of power hungry managers and their cohorts to run amuck.

For the most part, it is something that the ordinary citizen on the street or even the elected officials doesn't see, because the service delivery to the public is still good. The current and even past council is aware of the problems and seems to be finally taking some actions to straighten things out. Do we have some external problems? Probably a few, but nothing like you have suggested and nothing that leadership at the top and holding managers and line supervisors accountable wouldn't fix.

Don't have much personal knowledge about the photographer case but I understand the system well enough to know that the checks and balances are there to prevent the massive conspiracy you are suggesting. I have also worked with Steve Soto for 15 years and have the highest regard for his integrity and truthfulness. Unless you are the photographer in question, I'd revalidate my sources on that one. Lastly, regarding Dave Christensen. I can state with certainty that he was not a crony of the Chief or his band of henchmen. Dave has always been a supporter and friend to the officer on the street and when he was aligned with Christina Shea would have cleaned house, but they only had two votes.

While Dave is a lot of things, corrupt is not one of them. Very poor judgment, guilty as charged. Letting himself be manipulated by others, guilty as charged. Not listening to the good advice of friends, guilty as charged. Dave could have stayed on Larry Agran's team, been a "Yes Man" and easily been reelected. In the end however, he stood up for what was right, acquired Larry's wrath and was taken out in the election. Don't think you will be seeing too much of Christina Shea in the future either.

She may surface on the investigation of the Chief for sexual harassment since both she and former council member, Paula Werner complained to City Manager Brady about Brobeck's conduct to them. Anything else, forget it because I think that Christina is thinking about running for Mayor or Council again in the future. It's interesting to note that she and Dave Christensen are friends again now that they are out of office. By the way, since you are big on conspiracy theories, how about checking out the Oklahoma City bombing case. Now that's a good one. I will never be convinced that a truck load of cow crap blew up that building, but like John F. Kennedy, Ron Brown, Vince Foster and a host of other incidents, the public will never know the truth. So much for the dark side of our democracy. Excuse me but I forget, being a secret agent you know all about that stuff don't you? In conclusion, while I might not necessarily agree with your antipolice philosophy, I defend your right to express them.

Don't recall much about a photographer.

 I think there was one that we had a problem with for a while who showed up at accident scenes and got in the way of officers. Don't know if they ever arrested him or not, but I haven't heard much about it lately. Can you be more specific about the photographer and I will check it out. As far as the Chief being a liar, he has done that since day one on the job. For his first two years here, we butted heads on a regular basis and he would sit there and lie to my face like I was an idiot. At the same time he maintained a philosophy in internal affairs investigations of "You lie, you die" (meaning termination).

About two weeks into her term as Mayor, he got caught lying to her. Same with the City Manager, other council members and police department staff. I think the guy is a pathological liar and it comes naturally to him. There was recently an administrative hearing before an outside hearing officer over a Police Sergeant (Police Association President) who had been fired. This was supposed to be the corruption case of the century and the guy was bought and paid for. By the time it was over, his attorney had made mincemeat out of the Chief on the stand, caught him in questionable statements and brought out the sexual harassment allegations regarding the former woman employee, which he denied of course.

Speculation is that the Sergeant is going to win the case and get his job back and all the tons of money and staff time they spent trying to get him will be wasted. Their MO is to target certain people they want to get rid of, conjure up an allegation and then do a focused internal affairs investigation with the end justifying the means. This means asking slanted questions to get the results wanted and ignoring other things that would tend to clear the person.

I have seen a number of good officers who made trivial mistakes cashiered out behind this polluted IA system. I also speak from personal experience in this area, as they have come after me twice in the last five years. They looked under every rock trying to find enough dirt to force me out and were unsuccessful in both cases. A couple of years ago they screwed up and put a Lieutenant in internal affairs who was not one of their allies. He refused to cooperate with them and did the investigations objectively as they should be done.

They finally kicked him out of the job and put him in a dead end nothing spot as punishment. He is now out with a heart problem due to stress and may never be back. Then they screwed up a second time and put a Sergeant in internal affairs who also is not one of their own and has integrity and balls. He has also refused to do their bidding and currently the IA process is pretty objective. I am not aware of any collusion by the DA's office in any of the internal stuff.

They did send one of my IA cases to the DA to see if they could get them to file on me about five years ago and the DA told them to get a life and trashed it. The DA being a politician though, nothing would surprise me. I concur with your thought that some good things are coming in the future.

The new Chief will be a breath of fresh air and hopefully will make the internal changes needed to get us back on track. I was thinking about pulling the plug and moving on to something else, but I might just stick around for a while to see what happens.

Been going through some psychological ups and downs over my life as of late seemingly spinning out of control.

For a Libra birth sign, who prefers things orderly, balanced and harmonious, it is a traumatic time. Am staying busy arm wrestling with the City over a number of issues. The Administrative Services Director for the City (1st degree jerk off) made the decision to cut off my medical insurance benefits in October when my Industrial Disability Time ran out without my doctor making the final ruling on my status. I have been using accrued vacation time since then, which by City standards is the same as being present at work. Meanwhile, I am paying for my medical insurance which runs about $900 per month.

I have been unsuccessful in informally resolving the issue of them not having the authority to do what they did so I will have a formal written grievance waiting for them on their return from the holidays. This is typical of the way that some of the City administrators treat employees and usually get away with it because people are afraid to take them on. Meanwhile, the illustrious Chuck Brobeck is out there cruising America in his motor home, still on the Irvine payroll (we're not sure how) and getting his full benefits courtesy of the taxpayers. Absent divine intervention, it looks like I will be retiring in early February when we go to the State PERS Retirement Plan. I am looking at a couple of options but am pretty much spinning my wheels at this point. Guess it's time to accept the inevitable. At any rate, wishing you and your loved ones a very merry Christmas and much happiness in the coming year.

Hi David, these e-mails are very interesting.

When I had my problem with the arrest of my daughter and the way it was handle, I was so very concerned and angry. They asked my daughter Stephanie to tell them who this boy was selling the drugs, which she did, and then they picked him up and I believe a friend of his, and brought them to the headquarters exposing Stephanie to them on several occasions. These boys contacted her the following days from jail, angry and threatening.

Though she was entirely wrong in her actions, the actions of the department in how they processed her case and how the chief and a few other individuals in the dept., dealt with me and this incident will forever cause me sadness and grief. I had no forum for understanding, and in fact, the press made me out to be an irresponsible public servant without, in many cases, even interviewing me.

Of course Larry Agran and Dave created much of the problem by taking my personal taped concerns to the press and putting a spin on the story that was unfair. Mayor Agran's wife was also in attendance when these tapes were delivered to the press and Larry has continually lied and said he had no involvement at all. Of course over a period of time Dave Christensen told me bout Larry's involvement.

But all has past and my hope is that someday the truth will come out and my good name might be restored, but I have lost hope to ever believe that might happen. The press knew about Larry's lie and never would print the true scenario but protected him, which I find so very disconcerting. Thank you for taking the time to forward me your e-mails and I personally apologize to you if under my watch and oversight you were in any way hurt or professionally damaged by any member of our staff while working on a story in Irvine.

I've talked to many people with the same grievances as those you've relayed through our cop friend's email messages (though, they weren't as specific) and NO ONE will go on the record.

Remember...I LIVE in Irvine. I see those guys every day, pulling some unsuspecting out-of-towner over on the street for little or no reason...and that's just one thing. shouldn't get started... Please don't think that I am asleep - that I don't see what's going on, there's a big difference between what I believe to be true and what I can get on the record and into the paper.

Again, I hope I didn't get you into trouble or anything by sending something to the wrong person. I'm a smart person and a capable journalist. but my resources are limited and I am - though not for long - at the bottom of the totem pole. I'm doing what I can. I'm talking talking talking and trying to get someone to bite. without something on the record, it takes awhile.

Must explain - my editor told me not to get too cozy w/ you just because we have to stay objective bla bla bla. another thing - my ed likes the department so-so. he went through that community police academy, etc. and tends to defend it. BUT he doesn't like the chief too much. I did pass on the info to another editor at the register...he was very interested.

Bill Rams, our regular cops reporter, is in Chicago at some investigative journalism conference, but I plan on talking to him when he gets back this week. He actually has some sources inside ipd, and could probably go a long way toward getting some of this info on the record.

Well, I always figured sam hated the media.

I hate calling him - he always sounds so put-out. Beyond me why he's been the PIO for so long...if he hates it so badly.

Thanks for burning me down big time in your e-mails from City Hall.

Remember that I still work there and some people would be less than pleased about my comments. Between the owning real estate in Grand Junction and the Happy Holidays commentary, you provided enough info on me that even a rookie cop could find out who it was, much less an experienced IA Investigator.

Even though the e-mails sent to you were on my own time, my own computer and may be covered under 1st Amendment protection, these guys are masters at finding vague policies and procedure sections to charge you with violating.

Frankly, I don't need that kind of aggravation right now. I would have thought that an experienced reporter would have known how to protect a source a lot better than was done here.

For my last communication with you let me respond by saying, I've been accused of a lot of things in my time, but hiding is not one of them.

I was in the trenches fighting these guys long before you ever happened on the scene and have the scars to prove it. Pardon me if I don't wish you well on your crusade and I guess this means we won't be having that coffee in the near future.
